Microsoft Visual Studio Community 2013 is a very powerful development environment, essentially a revamped edition of Visual Studio Professional 2013 which is now available for (mostly) free. As you'll know if you ever looked at Visual Studio 2013, Community is a product with something for just about everyone. TFS 2013 Update 4 - SQL Server 2014 or SQL Server 2012 (minimum SP1) TFS 2018 - SQL Server 2017 or SQL Server 2016 (minimum SP1) This means that you would have to upgrade your current TFS at least once prior going to TFS 2018. This would include upgrading your SQL Server and change your current OS.
As you'll know if you ever looked at Visual Studio 2013, Community is a product with something for just about everyone. You can code apps and applications in C++, C#, VB, F#, HTML5, Python, JavaScript and more. Designers, editors, debuggers and profilers help to polish your work. There's web tooling for ASP.NET, Node.js, and JavaScript, and Apache Cordova and Unity tools mean you can target iOS and Android, as well as Windows.
Bundled tools include Peek, Blend, Code Analysis and full C# refactoring, and if that's not enough then there's full access to Visual Studio's 5000+ extensions.
This does make for an absolutely huge product. The tiny installer is just a stub, which took around 2 hours to download and install every feature of the full product on our test PC (this had a basic 8Mbps broadband connection, and would have been much faster if we'd avoided some of the optional downloads).
The end result for us took up 15GB of hard drive space, and added more than 40 elements to the installed applications list on our test PC.
Community does put an enormous amount of power in your hands, though, and the licensing terms are generous, too. Individuals and up to five people within non-enterprise organisations can use it to create free or paid applications, and everyone else can also use it for non-commercial purposes (teaching, open source products).
Verdict:
Microsoft Visual Studio Community 2013 is a vast, full-featured product, and a must-have if you're a serious Windows developer who's also on a budget.

If you need previous versions of the power tools, you can go to the 2012 version on VS Gallery, or to the download center for version prior to 2012.
Compatibility
The TFS Power tools consists of a few tools that can only be run on the server (such as the Best Practices Analyzer), but the majority are exposed through the Visual Studio IDE.
To run the server power tools you need to install the power tools on the TFS Application Tier, and the server of the Power Tools need to match the version of your TFS server.
On the client however you need to match the version of the TFS Power Tools with your Visual Studio client. If you have VS 2013 installed, you need to install the TFS 2013 power tools. Regardless of which version of TFS you are targeting. To clarify, here are some examples:
VS 2013 connecting to TFS 2013: Install TFS 2013 Power tools
VS 2013 connecting to TFS 2012 or TFS 2010: Install TFS 2013 Power Tools
VS 2012 connecting to TFS 2013: Install TFS 2012 Power Tools (since the power tools need to match the VS version)
